A two chase versus one chase has occurred, although player with Horse was forced to perpetually chase the same opponent Rook's to avoid being captured, it is still not allowed. The player with Rook had alternated his chase with an idle move and this is perfectly legal. Hence player with Horse would need to change his move or be penalized with a loss.
